8347.0012 morgen. Consolidates the remainder of Smaldeel (1044/1873) with two pieces of Zeekoegat (203/1867 and 166/1895).

[7 Aug 2026] RELEASE ATTEMPTED AND REFUSED, and the refusal is correct. WHAT IS ON THEM: a farm figure with its beacons and coordinates, the three diagrams it was consolidated from, the neighbouring farm names, and a one-line deduction table. The only people named are the surveyor J.P.E. Hartwig and the Surveyor-General who approved it. NO OWNER IS NAMED ON EITHER SHEET. 11: the 1936 cut-off is a proxy for 'does this name a living person', and a consolidation map is a record of ground - the proxy measures the wrong thing here. Released as a SHEET, not as a category: these two were opened and looked at. THE VERSO OF THE OTHER 1947 SHEET, DOC-0254, IS NOT RELEASED and stays withheld - it is a servitudes table carrying Eskom endorsements of 1989-90, which is a different thing entirely. THE FLAG WAS REVERTED because leak_tests.py bounds the publish_ok escape independently - it honours the flag only on an SG diagram whose own SURVEY date is before 1942, and this one was surveyed in May 1947. The escape was argued for 1920s-1930s sheets held back by a LATER endorsement; this is not one of those, it is a genuinely 1947 document. Releasing it needs the bound widened, which is a deliberate change to a POPIA guard and Frans's to make knowingly.
